Paul Nielsen – CEO

Paul Nielsen is CEO of Neurothera.  He is a senior executive with more than 25 years of experience leading strategic alliances and innovation across healthcare and life sciences. Prior to Neurothera Paul was at UnitedHealth Group, where his leadership generated more than $1.4B in revenue and savings through transformative initiatives including payer-provider collaborations, care delivery technologies, and data-driven solutions. Paul was the co-founder and Executive Director of the Optum Startup Studio, President of the UnitedHealth Group Academy of Technology and VP of Strategic Partnerships.  Paul holds a Bachelor of Science in Science and Computer Science from the University of Massachusetts, Amherst. He has been recognized with the 2021 Statistical Partnerships Among Academe, Industry, and Government (SPAIG) Award for his role in the COVIDCast Program and the 2015 Red Herring Global 100 Award for “Most Innovative Product”. He serves as an Expert in Healthcare Technology with Carnegie Mellon University’s Project Olympus and is Adjunct Faculty at Heinz College of Information Systems and Public Policy. Paul remains active in HIMSS and the Pittsburgh Technology Council and actively speaks on artificial intelligence and healthcare innovation.

Dallas Hack, MD, COL(R) USA – Chief Scientific officer

COL(R) Hack is the Chief Scientific Officer for NeuroThera. He served as Senior Medical Advisor to the Principal Assistant, Research and Technology, US Army Medical Research and Materiel Command (USAMRMC) from 2014 to 2015, where he coordinated Brain Health research. From 2008 to 2014, COL(R) Hack was the Director of the Combat Casualty Care Research Program (CCCRP) at USAMRMC where he coordinated trauma research across the Department of Defense including a heavy emphasis on Traumatic Brain Injury (TBI). He oversaw 650 TBI research projects and the application of over $850 million in federal funds for TBI research. COL(R) Hack helped establish the 2013 National Research Action Plan on TBI and PTSD, the Chronic Effects of Neurotrauma Consortium, and the NCAA-DoD Grand Alliance.

Luis De Taboada – Chief technology officer

Luis De Taboada

Luis De Taboada is currently the Chief Technology Officer at Neurothera. Prior to Neurothera, he was Chief Technology Officer of LiteCure.  Prior to Lite Cure he was at Banyan Bioscience. Mr. De Taboada was a coFounder and Chief Technology Officer in charge of R & D at PhotoThera Inc. He is widely accepted as one of the foremost experts on Transcranial Laser Therapy. He was Director of Engineering at Laser Mechanisms, Engineering Manager at Medical Optics, a division of Kaiser Aerospace and Electronics where he led the development of novel Carbon Dioxide lasers, fiber beam delivery systems, and research in Head mounted displays for minimally invasive surgery. With over twenty years as a manager and active contributor to the design, fabrication, and testing of devices and systems for industrial, scientific, medical, and dental applications, Mr. De Taboada has extensive design and management experience on multi-disciplinary product development projects and system’s engineering encompassing all aspects of electro optics and software technologies; including designing test methods for system acceptance and compliance with FDA requirements. Mr. De Taboada holds a M.S in Electrical Engineering and a B.S. in Applied Mathematics from the University of California, San Diego.

Doug Mayer – VP of Sales and Marketing

Doug leads the company’s commercialization strategy for its non-invasive neuromodulation platform. He brings over 15 years of sales and marketing leadership in photobiomodulation, with deep experience translating clinically validated technologies into scalable, market-ready solutions. Joining LiteCure in 2010, Doug helped establish the laser therapy category within the musculoskeletal rehabilitation market, building and leading commercial teams that drove early adoption and sustained growth for over a decade. Doug is known for building highly cohesive, execution-driven commercial organizations from the ground up, aligning Brand Management, Marketing, Clinical Development, and Sales into unified teams with shared objectives. His leadership emphasizes culture, clarity, and accountability—creating environments that operate with speed, focus, and measurable outcomes.

Eric Rock – VP Quality, Regulatory and Compliance

With over a decade of experience in laser-based medical technologies, Eric led operations, regulatory strategy, and quality execution across multiple surgical and therapeutic platforms. He aligned global product development
with ISO and IEC standards and guided cross-functional teams and international partners through complex commercialization pathways and full product lifecycles. Eric brings a unique systems-level perspective that unites product strategy, engineering, quality, and compliance. He remains passionate about automated end-to-end product realization workflows and the governed use of AI to improve device intelligence, performance, and continuous organizational learning.
